What was published
Billings police shot and killed Michael Carr, 61, during an encounter that began as an attempt to serve a temporary restraining order near Ninth Avenue South and South 30th Street. Interim Chief Shawn Mayo said the caller reported that Carr had pulled a gun on the caller and the caller’s son, that Carr fled toward an apartment complex, and that Carr then pointed a handgun at officers. Officer Nathan Finn, with the department about one year and nine months, fired four rounds. Mayo said Carr also used the name David Fuller, had a local misdemeanor warrant, and had a Florida record that included aggravated burglary, aggravated assault, weapons charges, and sex offenses against children. A 9mm handgun was reported recovered. Finn was placed on paid administrative leave. Mayo called it the second officer-involved shooting in Billings in 2026.
Where it stands
No coroner’s inquest has been reported as held. MCA 46-4-201 requires one when a peace officer causes a death, unless criminal charges have been or will be filed.
Does not establish
A chief’s briefing is not an inquest and not a civil judgment. This ledger does not restate a criminal history beyond what the briefing published, and it does not track the officer’s home or duty status beyond the leave already announced.
